MODEL OF ORGANIZATION OF TEACHING ETHNIC MINORITY LANGUAGES FOR CONTIGENT OF CADRES, CIVIL SERVANTS, PUBLIC EMPLOYEES IN ETHNIC MINORITY AND MOUTAINOUS AREAS

Abstract

The contingent of cadres, civil servants and public employees plays a key role in socio-economic development, especially in ethnic minority and mountainous areas. However, the majority of cadres, civil servants and public employees working in this area are facing many difficulties in work as well as in daily life, one of the important reasons is not knowing the ethnic minority language, leading to not much understanding about customs, traditions, cultural traditions of the people, limited in handling work. Before the above situation, on October 14th, 2021, the Prime Minister issued Decision No. 1719/QD-TTg approving the National Target Program for socio-economic development in ethnic minority and mountainous areas in the period of 2021-2030, in which ethnic minority language training is provided to the contingent of cadres, civil servants and public employees at district and commune levels, police forces and the army working and stationed in the ethnic minority and mountainous areas under Project 5 “Development of education and training to improve the quality of human resources”. The article inherits the results of the work of teaching ethnic minority languages for cadres, civil servants and public employees in the past time, thereby proposing a model of teaching ethnic minority languages for the cadres, civil servants and public employees in target group 3 and target group 4 in the National Target Program for socio-economic development in ethnic minority and mountainous areas in the period of 2021-2030.
