THE DEMAND TO DEVELOP HIGH-QUALITY LEGAL HUMAN RESOURCES IN THE TREND OF AMERICA INVESTING IN TECHNOLOGY IN VIETNAM

Abstract

Improving the quality of human resources is an important and urgent issue for the whole system in the context of Vietnam's economic integration with the world. This is driven by the fact that Vietnam and the United States raised their diplomatic relations to the highest level of comprehensive strategic partnership in September 2023, opening up a period of many opportunities for cooperation. This is also the time that witnessed much interest in shifting United States technology investment from China to Vietnam. America's position and strength in the 4.0 Revolution can help Vietnam promote industrialization and modernization of the country.
The increase in investment from American businesses is both an opportunity to build the foundation for the country's knowledge economy, at the same time it is also a challenge requiring Vietnam to have enough high-quality human resources to meet the demands of international economic integration not only in the field of technology, but also in the legal field in the new period. The following research clarifies the importance of legality for investors when direct investment from the United States into Vietnam will increase, accompanied by a high demand for human resources in technology, as well as in-depth international economic law in all regions of the country.
