MOBILE HUMAN RESOURCES IN THE NATIONAL TARGET PROGRAM ON NEW RURAL CONSTRUCTION (CASE STUDY OF THE TWO PROVINCE OF QUANG TRI AND HOA BINH)

Abstract

In the National Target Program on New Rural Development, resources for implementation are mobilized from many sides (central, local, integrated programs, projects, credit, businesses and residents, communities)... In the surveyed areas, the direct allocation of local budgets is very modest, if not limited. The non-business budget for cooperation in production development, production organization still has shortcomings and inadequacies, while people are concerned first and foremost about improving jobs, livelihoods and incomes. In this Program, credit capital accounts for a large proportion of the total capital used for new rural construction but is being pooled for all loan sources. The mobilization of financial resources from the people is also posing a lot of problems, which are not suitable with the method of resource mobilization in community development, so people's assessment of this field is not favorable.
